If you ask me, it's a much more substantial upgrade that Snow Leopard was to Leopard. I'd consider this a nearly necessary upgrade for anyone who wants to stay on the up and up.
A clean install is possible if you manage to get the installer file onto a bootable flash drive (or DVD if you fancy). But I just did the plain ol' upgrade via the Mac App Store and couldn't be happier! Nothing really crazy happened that wasn't managable with a few clicks.
So if you're on the fence, and my opinion matters to you, I'd say go ahead and upgrade.
